Sticky Open signups thread

Hi.
I would like to suggest that we just use one sticky thread for open signups tracker.

I find it a bit messy if everyone open new thread just to post any open signups tracker.

Well... I'd like to see this implemented in a way that level 1 and 2 trackers being in a single sticky... and everything above that in their own topics... That way the open signups could be cleaned up a little... BUT, still be able to see if something interesting pops up ;)
