If You know that Your speeds are higher than this give Your ISP a little call and ask wtf is going on :D
But its quite usual that DL speed beats UL speed many times cause ISP just dont give more.
I for example have only 768kbit/s up and 12Mbit/s down which is like ~16 times faster. To keep up good ratio on sites I bought about 5$ P166 which I loaded with several HDD-s and its working on the attic 24/7.

I bought a qNap NAS storage device which I put in my neighbours house and I connect to it via a wireless bridge.

I get to download as much as I want and he gets a media super power. Its 1.25tb. If I get a knock on the door by law (RIAA) inforcement they wont find one movie, mp3 or iSO anywhere in my house.

I love security... Im a bit paranoid =]

So Your computer is fully "legal". I understand that You can listen music and watch videos through wifi but how do You use some programs or games(if you do play some).
And one thing more- How much was that worth.

I backed up software on the server in case down the road I want to use an app like photoshop. Games I don't play much of.. too busy. So that's not an issue. I actually bought Vista retail and most small apps i used everyday I paid for.

The actual server is a qnap 201 pro.. has built in media server, ftp of course, torrent client, web server... and the list goes on. For only 400 bux CDN.

http://www.qnap.com/pro_detail_feature.asp?p_id=74 (http://www.qnap.com)

It has room for 2 drives, so what ever your budget allows for storage. The server is attached to a Linksys WRT54g router with DD-WRT firmware in repeater mode with mac filtering. 5 tv's are connected with no hiccups yet. (I stay away from full HD content tho) The router was used for 50 bux.

Huh, I did the Speed test at my moms, (Same ISP, Same Package, and only 1 house Betweet Hers and Mine) And It gets Same DL, but 500 UL!!
Im gonna yell at My ISP pretty soon, Ask them why My Upload is so slow, If they ask, Ill say Something about being a Web Admin, and Its kinda true, I upload Around 300mb of Stuff for my site a month, Now, If They start asking about sever 100gb.... I dont have to say anything, In canada, They cant do shit, Plus, They dont need to know What Im doing with my net, just that Im Pissed at them Limiting it,
As Oscat Leroy would say
"I pay your sallry! You jackass!"

No wonder your upload sucks, check how far away you live from server and look how high your ping is! Im guessing your download is alot higher than 3700kbps aswell then. Restart your router and choose the recomended location that speedtest.net gives you. Hope it helps
